Too many loans for PSG, Kolo Muani at a standstill: what the FIFA rules say

Too many loans for the Paris Saint Germain and the Juventus cannot register, at least for now, Randal Kolo Muani. The Parisian club is working to find a solution: the deal is not at risk, but PSG must recall a player currently on loan elsewhere or permanently sell one of their players currently transferred on a permanent basis.

What the FIFA regulations say
The changes were introduced by the FIFA Council in March 2022, the new regulations are aimed at facilitating the development of young players, promoting competitive balance and preventing the hoarding of players by clubs.

What changes. To guarantee the objectives desired by FIFA, To guarantee the achievement of these objectives, the new regulatory framework includes:

– The requirement of a written agreement defining the terms of the loan, in particular its duration and financial conditions.
– A minimum loan term, the interval between two registration periods, and a maximum loan term, one year.
– Ban on sub-loaning a professional player already on loan to a third club.
– A limitation on the number of loans per season between the same clubs: at any given time during a season, a club can only have a maximum of three professionals loaned to a single club and a maximum of three professionals loaned from one club single club.

It will also be scheduled a limitation on a club’s total number of international loans per season. To ensure that this is implemented smoothly, the transition period includes the following.

– from 1 July 2022 to 30 June 2023, a club could have a maximum of eight professionals on loan and eight on loan at any time during a season.
– From 1 July 2023 to 30 June 2024 the same configuration applies but with a maximum of seven professionals.
– Finally, from 1 July 2024, the same configuration will apply but limited to a maximum of six professionals.

* Players 21 years of age or younger and club-trained players will be exempt from these restrictions.
