There FIFA has notified the companies that will participate in the Club World Cup 2025instructing them to commit to “fielding their strongest team throughout the entire competition.” The regulation states:
“All participating clubs will confirm their participation in the Competition by signing the Participation Agreement and all required documentation. By signing the Participation Agreement, each participating club automatically undertakes to comply at all times (and to ensure that each player, coach, manager, officer, media officer, representative, guest and any other person performing functions on behalf of the participating club complies with these Regulations and the FIFA Media and Marketing Regulations, the Laws of the Game, the FIFA Statutes and other FIFA regulations, the FIFA Disciplinary Code, the FIFA Anti-Doping Regulations, the FIFA Code of Ethics and the FIFA Equipment Regulations”.
Therefore by signing this agreement the clubs undertake to:
“a) observe and respect, and ensure that its Delegation Members observe and respect, these Regulations and the principles of fair play;
b) observe and comply with all applicable laws;
c) observe and comply with all reasonable instructions and decisions taken by FIFA bodies and officials in accordance with the terms of these Regulations;
d) field your strongest team during the entire Competition;
e) accept all provisions relating to the Competition established by FIFA;
f) accept, within the limits established in the FIFA Media and Marketing Regulations, the use by FIFA and/or the granting of a sublicense by FIFA to third parties, as well as the registration and transmission of images, names and the data of all Members of the Delegation that may appear in relation to the Competition;
g) ensure the provision of adequate insurance to cover Members of the Delegation and any other person carrying out functions on behalf of the club against all risks, including but not limited to injury, accident, illness and travel, in accordance with the regulations relevant FIFA”.
Finally, between 27 June and 3 July 2025, clubs will make changes to the final lists:
“a) clubs may replace players whose contracts expired during the Competition;
b) clubs will be able to add up to two new players to the final list, who will not count towards the maximum total of 35 players;
c) the total number of players replaced or added to the final list pursuant to a) and b) will not exceed six;
d) any player replaced or added to the final list must be duly registered for his club in accordance with the RSTP and the regulations of the member association to which the club is affiliated;
e) any player replaced or added to the final list will be eligible to play in the next match of the Competition only if the change to the final list is officially notified to FIFA no less than 48 hours before the start of the match in question.”
